The B.M.C.G had manipulated their way into power (literally - using the powers of suggestion of the PM's son/Shadow chancellor of the 'Manipulate')
Prime Minister Francesca Page had successfully sabotaged the foundations of all the main parties in power (Labour, Conservatives, Lib Dems, Greens, Ukip etc and had them exiled under the new enforcement laws.

They became habitual in this response to opposition and protest; branding any individual, journalist or group as domestic terrorists and putting out bounties on these persons ('Manipulate's' power - though powerful - was not enough to convince the whole population - just under 40% were susceptible to his influence)

The B.M.C.G's goal is to seek the most powerful humans (Genome.E's) usually involving the kidnapping of vulnerable people, and the recruitment of those who are desperate (due to the collapsing economy), in order to extract their power (to use as temp /Permanent power enhancements/ability gains, for their own troops/enforcement agents) or to experiment their products on - human trials.

This product is a harmful product/ illegal (in terms of non-governmental use) drug called G.S.B - which causes a mutant form of cancer, that supercharges it's sufferer's powers but usually at a cost of severe mental instability, potentially excruciatingly painful temporary/rarely permanent mutations and deformations - burning leisures, and/or the inability to keep control of abilities etc).

The B.M.C.G also have a mass recruitment scheme in order to gain these powered extracts from the public and this so called voluntary method is very oftenly abused. Prisoners and suspects are also entered into trails to test the strength of the product and it even said that the B.M.C.G are in collusion with Extraterrestrial beings.
